Service to transition an issue to another status as well as to rank the issue. This service is mainly used by the kanban plan mode, specifically when the user drag some issues from the backlog and drop them on the selected for development bucket (or the other way around). We always try to transition the issue using the specified transition. If none is provided then we compute the list of relevant transitions. If the list is empty, then we return an invalid outcome. If the list contains one transition then we use it and upon successful transition, we rank the issue. Finally if there are multiple transitions, we return a service outcome containing these transitions. No ranking operation will be performed in this case.
