A cluster-wide event indicating that all scheduled jobs with the specified JobRunnerKey should be paused. Class and fields named as such as it was previously used to pause Quartz scheduler groups.

Only used by the functestrpc plugin, but due to P1 plugin restrictions this event needs to live in core.
